This handbook was created originally for the Woman Suffrage Party of New York, but was then made available to state and local organizations throughout the country. The handbook is divided into several sections, and includes:

A seven-step program for creating the policies of woman's suffrage organizations in any state.
Guidance for the political, legislative, propaganda, education, and reform activities for the organization.
An appendix comprised of sample forms, letters, and pledges; suggestions for conventions; and the platform of the Woman Suffrage Party.
