This button may have been used in Iowa during the 1916 suffrage referendum. The referendum failed to pass at that time, but Iowa became the tenth state to ratify the the 19th Amendment when it was passed by Congress in 1919.

In 1915, Iowa suffragists lobbied throughout the state to garner support for a June 5, 1916 referendum that would amend the state constitution and grant women the right to vote. The referendum was defeated by 10,341 votes.
The Women's Christian Temperance Union conducted an investigation after the election and found that thousands of unregistered votes were cast in what appears to be a fraudulent election.
